Obama wants gun violence measures passed in 2013

WASHINGTON (AP) ? Recalling the shooting rampage that killed 20 first graders as the worst day of his presidency, President Barack Obama on Sunday pledged to put his "full weight" behind legislation aimed at preventing gun violence.

Obama voiced skepticism about the National Rifle Association's proposal to put armed guards in schools following the Dec. 14 tragedy at Sandy Hook Elementary School in Newtown, Conn. The president made his comments in an interview with NBC's "Meet the Press."

Instead, the president vowed to rally the American people around an agenda to limit gun violence, adding that he still supports increased background checks and bans on assault weapons and high-capacity bullet magazines. He left no doubt it will be one of his top priorities next year.

"It is not enough for us to say, 'This is too hard so we're not going to try,'" Obama said.

"I think there are a vast majority of responsible gun owners out there who recognize that we can't have a situation in which somebody with severe psychological problems is able to get the kind of high capacity weapons that this individual in Newtown obtained and gun down our kids," he added. "And, yes, it's going to be hard."

The president added that he's ready to meet with Republicans and Democrats, anyone with a stake in the issue.

The schoolhouse shootings, coming as families prepared for the holidays, have elevated the issue of gun violence to the forefront of public attention. Six adult staff members were also killed at the elementary school. Shooter Adam Lanza committed suicide, apparently as police closed in. Earlier, he had killed his mother at the home they shared.

The tragedy immediately prompted calls for greater gun controls. But the NRA is strongly resisting those efforts, arguing instead that schools should have armed guards for protection. Some gun enthusiasts have rushed to buy semiautomatic rifles of the type used by Lanza, fearing sales may soon be restricted.

Obama seemed unimpressed by the NRA proposal. "I am skeptical that the only answer is putting more guns in schools," he said. "And I think the vast majority of the American people are skeptical that that somehow is going to solve our problem."

The president said he intends to press the issue with the public.

"The question then becomes whether we are actually shook up enough by what happened here that it does not just become another one of these routine episodes where it gets a lot of attention for a couple of weeks and then it drifts away," Obama said. "It certainly won't feel like that to me. This is something that - you know, that was the worst day of my presidency. And it's not something that I want to see repeated."

Separately, a member of the president's cabinet said Sunday that rural America may be ready to join a national conversation about gun control. Agriculture Secretary Tom Vilsack said the debate has to start with respect for the Second Amendment right to bear arms and recognition that hunting is a way of life for millions of Americans.

But Vilsack said Newtown has changed the way people see the issue. "I really believe that this is a different circumstance and a different situation," Vilsack said on CNN.

Vilsack said he thinks it's possible for Americans to come together. "It's potentially a unifying conversation," he said. "The problem is that these conversations are always couched in the terms of dividing us. This could be a unifying conversation, and Lord knows we need to be unified."

Besides passing gun violence legislation, Obama also listed deficit reduction and immigration as top priorities for 2013. A big deficit reduction deal with Republicans proved elusive this month, and Obama is now hoping Senate Democratic and Republican leaders salvage a scaled-back plan that avoids tax increases for virtually all Americans.

In addition, he issued a defense of former Republican Sen. Chuck Hagel of Nebraska, who has been mentioned as one of the leading candidates to replace Leon Panetta as defense secretary.

Hagel, who opposed President George W. Bush's decision to go to war with Iraq, has been criticized in conservative circles for not being a strong enough ally of Israel. Also, many liberals and gay activists have banded against him for comments he made in 1998 about an openly gay nominee for an ambassadorship

Obama, who briefly served with Hagel in the Senate, stressed that he had yet to make a decision but called Hagel a "patriot."

Hagel "served this country with valor in Vietnam," the president said. "And (he) is somebody who's currently serving on my intelligence advisory board and doing an outstanding job."

Obama noted that Hagel had apologized for his 14-year-old remark on gays.

Alumni from Chester and Solon join Kent State University Alumni Board


KENT - The Kent State University Alumni Association Inc. has named H. Scott Westover of Cleveland Heights as secretary of its National Alumni Board of Directors.

Westover is curator for the Progressive Art Collection in Mayfield Village. He earned a Bachelor of Arts in philosophy in 1997 from Kent State.

In addition, two area residents have been appointed to serve a three-year term on the board, ending in 2015.

Joshua Jenkins of Solon is a partner with Ernst & Young LLP in Cleveland. Jenkins earned a Bachelor of Business Administration in accounting in 1996 from Kent State.

Lori Stevic-Rust of Chester is a board-certified clinical health psychologist for Stevic-Rust & Assoc. LLC Healthcare Consultants in Willoughby. Stevic-Rust earned a Master of Education in community counseling in 1986 and a Ph.D. in counseling psychology in 1990 from Kent State.

Iraq: New protests break out in Sunni stronghold

(AP) ? Large, noisy demonstrations against Iraq's government flared for the third time in less than a week Wednesday in Iraq's western Anbar province, raising the prospect of a fresh bout of unrest in a onetime al-Qaida stronghold on Syria's doorstep.

The rallies find echoes in the Arab Spring. Protesters chanted "the people want the downfall of the regime," a slogan that has rippled across the region and was fulfilled in Tunisia and Egypt. Other rallying cries blasted Prime Minister Nouri al-Maliki's government as illegitimate and warned that protesters "will cut off any hand that touches us."

While the demonstrators' tenacious show of force could signal the start of a more populist Sunni opposition movement, it risks widening the deep and increasingly bitter rifts with the Shiite-led government in Baghdad. If left unresolved, those disputes could lead to a new eruption of sectarian violence.

The car bombings and other indiscriminate attacks that still plague Iraq are primarily the work of Sunni extremists. Vast Anbar province was once the heart of the deadly Sunni insurgency that emerged after the 2003 U.S.-led invasion, and later the birthplace of a Sunni militia that helped American and Iraqi forces fight al-Qaida.

Today, al-Qaida is believed to be rebuilding in pockets of Anbar, and militants linked to it are thought to be helping Sunni rebels try to overthrow Syrian President Bashar Assad.

The demonstrations follow the arrest last week of 10 bodyguards assigned to Finance Minister Rafia al-Issawi, who comes from Anbar and is one of the central government's most senior Sunni officials. He appeared before Wednesday's rally and was held aloft by the crowds.

Al-Issawi's case is exacerbating tensions between the Shiite-dominated government that rose to power following the 2003 U.S.-led invasion and Iraq's Sunnis, who see the detentions as politically motivated.

"The danger is that the revolution in Syria is perpetuating Sunni opportunism and overconfidence in Iraq," said Ramzy Mardini, an analyst at the Beirut-based Iraq Institute for Strategic Studies. "Al-Maliki may have sparked a Sunni tribal movement that will attempt to harness and capitalize on the revolutionary spirit," he said.

Protesters turned out Wednesday near the provincial capital Ramadi, 115 kilometers (70 miles) west of Baghdad. The city and nearby Fallujah were the scenes of some of the deadliest fighting between U.S. troops and Iraqi insurgents.

Demonstrators blocked the main highway linking Baghdad with neighboring Jordan and Syria, just as they did at another protest Sunday.

Wednesday's protesters held banners demanding that Sunni rights be respected and calling for the release of Sunni prisoners in Iraqi jails. "We warn the government not to draw the country into sectarian conflict," read one. Another declared: "We are not a minority."

Al-Issawi, the finance minister, addressed the rally after arriving in a long convoy of black SUVs protected by heavily armed bodyguards. He condemned last week's raid on his office and rattled off a list of grievances aimed at al-Maliki's government.

"Injustice, marginalization, discrimination and double standards, as well as the politicization of the judiciary system and a lack of respect for partnership, the law and the constitution ... have all turned our neighborhoods in Baghdad into huge prisons surrounded by concrete blocks," he declared.

Large numbers of protesters also took to the streets in Samarra, a Sunni-dominated town 60 miles (95 kilometers) north of Baghdad, according to Salahuddin provincial spokesman Mohammed al-Asi.

Many Sunnis see the arrest of the finance minister's guards as the latest in a series of moves by the Shiite prime minister against their sect and other perceived political opponents.

Vice President Tariq al-Hashemi, another top-ranking Sunni politician, is now living in exile in Turkey after being handed multiple death sentences for allegedly running death squads ? a charge he dismisses as politically motivated.

Al-Maliki has defended the arrests of the finance minister's guards as legal and based on warrants issued by judicial authorities. He also recently warned against a return to sectarian strife in criticizing the responses of prominent Sunni officials to the detentions.

In a recent statement, the prime minister dismissed the rhetoric as political posturing ahead of provincial elections scheduled for April and warned his opponents not to forget the dark days of sectarian fighting "when we used to collect bodies and chopped heads from the streets."

Al-Maliki's spokesman, Ali al-Moussawi, criticized al-Issawi's participation in the protest Wednesday.

"He can't be in the government and use the street against it at the same time. If he can't shoulder his responsibilities then he has to step down so that another person can take over," he said.

The political tensions are rising at a sensitive time. Iraq's ailing President Jalal Talabani is incapacitated following a serious stroke last week and is being treated in a German hospital. The 79-year-old president, an ethnic Kurd, is widely seen as a unifying figure with the clout to mediate among the country's ethnic and sectarian groups.

Also Wednesday, the United Nations mission to Iraq said its monitors have determined that a hospital that treated a member of an Iranian exile group who died this week at a refugee camp near Baghdad did not consider his health condition serious enough to warrant hospitalization when he arrived for treatment in November.

An organization representing the Mujahedeen-e-Khalq exile group on Monday accused Iraqi authorities of preventing 56-year-old Behrooz Rahimian from being hospitalized, and alleged that the U.N. failed to take sufficient steps to intervene. Iraq considers the MEK a terrorist group and wants its members out of the country.

The U.N. mission in Baghdad said in a statement Wednesday that it "does not have any indication so far that treatment was obstructed by the Iraqi authorities." It noted that representatives for the refugee residents told U.N. monitors that Rahimian "appeared to be in good condition until the time of his death."

    Nice job, love the way you placed the cymbals way back like that. Not knowing much about this style, I thought the "accelerating kicks" transition (there's a name for that, I'm sure) could have been more interesting. But again, no idea what you were going for. Thanks for sharing.

Though budgeting is very important and also beneficial for the management there are certain drawbacks- estimates are used as base of budget thus the degree to which it can be relied upon depends, establishing a budget is time consuming and expensive, it is not a flexible system thus cannot accommodate changes and budgets do not get automatically executed and needs the active cooperation of managers at all organizational levels thus function of management cannot be reduced.

    Budgeting acts as a powerful tool to the management for performing their various important functions like formulation of plans/policies, coordinating activities and controlling operations. The technique of budgeting is used in monitoring and performance evaluation of the business organization. Based on the budget prepared the management analyses the current progress of the business and make a comparative evaluation with the budgeted figures. It serves as an important source for the management to plan and control the business activities for the financial year.

    From household activities to business, from governments to scientific projects, everything has to undergo some financial constraints. As a result, the need of budgeting in felt in all fields of life. Making a proper budget plan helps the financial investor to make sound investments those results in reduction of risk factor.

    Researchers from the Mayo Clinic have directly linked an enzyme to aggressive prostate cancer. They've also developed a compound that restricts the ability of the molecule to fuel metastases of this type of cancer.

    The team from Mayo's Florida campus identified the first direct relationship between the enzyme known as PRSS3 to prostate cancer, according to Medical News Today. They published their results in Molecular Cancer Research.

    The National Cancer Institute estimated that close to a quarter of a million men would be diagnosed with prostate cancer in 2012, and around 28,000 of them wouldn't survive.

    For years, medical professionals have relied on two types of screening for this disease: a digital rectal exam and the prostate specific antigen (PSA) test. However, the Mayo Clinic says using the PSA test is sometimes controversial, since it can provide false indicators and since there is no proof that it actually saves lives.

    PRSS3, a protease, digests other molecules. The Mayo researchers concluded that activity associated with the enzyme alters the environment surrounding prostate cancer cells. They suspect that PRSS3 frees the cells from surrounding tissue, allowing them to become invasive and to spread cancer.

    They haven't concluded that the enzyme is the only issue linked to aggressive prostate cancer, however. Instead, they suspect that PRSS3 might power a potentially lethal form of this cancer.

    The researchers examined databases available to the public that contained information from clinical studies. After finding a link between early breast cancer and protease in earlier work, they sought to discover whether any other type of cancer expressed protease and at which stages of the disease.

    They found a dramatic relationship between increases in PRSS3 expression and progression of aggressive prostate cancer. The scientists determined that protease expression played a critical role in prostate cancer metastasis in mice models and found a site for an inhibiting agent to shut down the expression. In mice in which PRSS3 was "shut off," the malignancy did not spread.

    One outcome of the study is the possibility of testing prostate cancer patients for the molecule. Doctors could better determine patients at highest risk for an aggressive form of the disease. While the inhibitor utilized cannot be directly developed into a useful drug, it could provide a template for creating one.

    My husband is among those who could eventually profit from this study. After two successive PSA tests with numbers that suddenly skyrocketed, he underwent painful biopsies that showed nothing amiss. Although his PSA numbers bounce, his urologist insists that he keep repeating the test.

    With a family history of aggressive prostate cancer, my husband finds it hard to argue. Should he nix more PSA tests and eventually develop the illness, the link between the enzyme and prostate cancer provides some hope of a positive outcome.

    Syria envoy seeks peace as clashes rage

    BEIRUT (Reuters) - International envoy Lakhdar Brahimi pursued mediation efforts in Damascus on Tuesday, but there was no pause in the bloodletting as Syrian Christians marked a bleak Christmas Day with prayers for peace.

    "We are here in a cave that symbolizes Syria right now," said a priest standing beside a nativity scene in a grotto.

    "It is cold here but the door is open to all refugees," he told Syrian state TV. "Amid the hunger, cold and deprivation, we still have hope for peace and love for our country."

    More than 44,000 Syrians have been killed since a revolt against President Bashar al-Assad erupted 21 months ago, igniting an increasingly sectarian conflict that broadly pits a Sunni Muslim majority against Assad's Alawite minority.

    Christians, many of whom have been reluctant to join what they see as an Islamist-tinged insurgency, feel threatened.

    Bishop John Kawak, speaking on state TV, said the Christmas holiday was "a symbol for the rebirth of the nation". He condemned "terrorism", the government's term for the rebellion.

    Brahimi met some dissidents who are tolerated by Assad but rejected by the mainstream opposition and by rebels fighting to oust him, a day after he held talks with the Syrian president.

    There was no word on any progress in the U.N.-Arab League' envoy's drive to end violence that has intensified in recent months as Assad uses airpower and artillery against rebel gains.

    Raja Naser, secretary general of the National Coordination Body, said after meeting Brahimi that the envoy planned a week of meetings in Damascus and would stay until Sunday.

    "There is still a lot of concern but there is also great hope that these meetings with other Syrian officials will result in some agreements or positive developments," he said.

    But most opposition groups appear frustrated with Brahimi's quest for a deal on a transitional government. He has not clarified any role for Assad, whose foes say he must simply go, arguing that too much blood has been shed for any other outcome.

    GULF PLEA

    Gulf Arab leaders, who have long called for Assad's removal and some of whom have helped the rebels with guns and money, urged swift world action to halt the "massacres" and violations of international law in Syria.

    The pro-opposition Syrian Observatory for Human Rights reported clashes and government shelling in hotspots across the country, including towns on the eastern outskirts of Damascus.

    Abu Nidal, a spokesman for the Rebel Military Council in Damascus, said fighters had killed the head of a local security branch in the capital's suburb of Jaramana, home to a large Christian and Druze population.

    In his Christmas message to the world on Tuesday, Pope Benedict encouraged Syrians not to lose hope for peace.

    "May peace spring up for the people of Syria, deeply wounded and divided by a conflict which does not spare even the defenseless and reaps innocent victims," he said.

    "I appeal for an end to the bloodshed, easier access for the relief of refugees and the displaced, and dialogue in the pursuit of a political solution to the conflict."

    Hundreds of thousands of Syrians have fled abroad to escape the daily violence. Those who remain face severe shortages of food, fuel and other essentials as winter weather takes a grip.

    Syrian activists offered a message of solidarity with Christians despite rising tensions in central Hama province, where rebels have demanded that Christian villages let them enter to force out the army and pro-Assad "shabbiha" militias.

    "We say to the Christians, you are our brothers and our beloved, and your holiday is our holiday," said Abu Faisal, a Hama activist who posted a Christmas message on the Internet.

    "The rebels are surrounding (the Christian town) Muhardeh to get rid of Assad's soldiers and shabbiha, but we have not forgotten your honorable stance when you took care of our refugees when the army entered Hama," he said.

    "We will not accept that you are targeted by hatred, you are our brothers and our friends."

    It?s no surprise that Adam Lanza was on heavy-duty pharmaceuticals, as was Aurora shooter?James Holmes, the Columbine shooters, Ted Kaczinski the Unambomber, and many more. Many of the drugs handed out to troubled individuals have troubled histories in Food and Drug Administration testing themselves, and come with a list of side effects including hostility, aggression, confusional states, and impulse-control disorders.

    There is nothing about these drugs that should make them so easily prescribed by doctors?whose pockets are being lined by the likes of GlaxoSmithKline, which was recently fined for?faking research and for?14 infant deaths in illegal vaccine testing. To decry their use in toto, however, might be irresponsible, since violent behavior is?linked to these drugs. But perhaps partially so because those using it were prone to violence, anyway, and perhaps not due to the drugs themselves. In example, someone with a history of violent behavior addicted to opiod medications like Oxycontin may turn to violence to sustain their addiction, or a schizophrenic already leaning toward violent tendencies may, regardless of the drug?s intended consequences, be violent anyway.

    Most of us, however, are better off without the aid of bank-breaking, mind-crushing pharmaceuticals and are better off addressing emotional issues and even some neurochemical imbalances with nutrition, sunlight, exercise, sleep, a little help from those around us, and stress management. This list of drugs, published in the journal?PLoS One and based on the FDA?s Adverse Event Reporting System, shows which are most linked to violent behavior.

    • 10.? Desvenlafaxine (Pristiq) is an antidepressant associated with 7.9 times more violence than many other drugs.
    • 9.? Venlafaxine (Effexor) is related to Pristiq and is an antidepressant also used in treating those with anxiety disorders. Effexor is 8.3 times more associated with violent behavior than other drugs.
    • 8.? Fluvoxamine (Luvox) is an antidepressant that affects serotonin (SSRI), and is 8.4 times more likely to be linked to violence.
    • 7.? Triazolam (Halcion) can be addictive and is a benzodiazepine that supposedly treats insomnia. It?s 8.7 times more likely to be associated with violence.
    • 6.? Atomoxetine (Strattera) is often prescribed to tread ADHD and is 9 times more likely to be associated with violence.
    • 5.? Mefoquine (Lariam) treats malaria and sometimes products bizarre behavior, and is 9.5 times more likely to be linked to violence.
    • 4.? Amphetamines come in many forms and are often used to treat ADHD (even to children not diagnosed with ADHD). They are 9.6 times more likely to be linked to violence.
    • 3.? Paroxetine (Paxil) is an SSRI antidepressant. Many users experience severe withdrawal symptoms and are more likely to produce children with birth defects as well as 10.3 times more likely to be linked to violence.
    • 2.? Fluoxetine (Prozac) is a household name for a powerful SSRI antidepressant linked with 10.9 times more violence than other drugs.
    • 1.? Varenicline (Chantix) is administered to smokers to supposedly help curb cigarette cravings, but it?s a whopping 18 times more likely to be linked to violent behavior.

    There is something disappointing about the austere potential perfection of the new maps. The satellites above us have seen all there is to see of the world; technically, they have mapped it all. But satellites know nothing of the beauty of hand-drawn maps, with their Spanish galleons and sea monsters, and they cannot comprehend wanderlust and the desire for discovery. Today we can locate the smallest hamlet in sub-Saharan Africa or the Yukon, but can we claim that we know them any better? Do the irregular and unpredictable fancies of the older maps more accurately reflect the strangeness of the world?

    The doc is rife with smart or wrenching or shameful moments. The fresh interviews with the accused, now men, are invaluable.

    As grim a portrait of the criminal justice system as can be imagined.

    How could this second crime have occurred? The film asks that question but only partly answers it, and in the process it raises an even more troubling one.

    "The Central Park Five" is worth seeing, both for the ways it's timeless and for the ways it encapsulates an era.

    What's amazing about listening to them speak now, often through tears, is the absence of bitterness.

    You'll notice something odd as you watch and your anger rises at the injustice of it all: The anger of the wrongly convicted does not.

    Puts the crime and the times in sharp perspective.

    Burns and company conduct a thorough, riveting investigation that does a far better job of assessing the tragedy than the justice system did two decades before. Of course, hindsight is an advantage we all take for granted.

    It's a gripping story that comes in a well-crafted package.

    A heartbreaking expose' about a rush to judgment which ruined five, innocent young lives.

    Exclusive interviews with former heads of Israel's counter terrorism agency reveal insiders' analysis about the country's policies. Fascinating. Frightening.

    "The Central Park Five" is a sobering indictment of racism and vigilante justice, yet it is constrained by a PBS-style deference to the very system it critiques.

    You can't help but wonder why this film wasn't made 20 years ago, when it could have saved these men some time behind bars.

    What keeps the film from being an impossible downer is the guts and spirit and smart words of the Central Park Five, four of whom, now freed, are interviewed at length.

    A miscarriage of justice on this scale would have been tragic had it resulted from an honest mistake - but, as this meticulously researched movie makes clear, honesty had little to do with it.

    The [documentary] team builds a solid story from the time of the crime through the release from prison those wrongly accused and railroaded into confessing to a crime they did not commit.

    The result is both compelling and infuriating.

    The Central Park Five provides background drawn from contemporary media images, including crime scene footage accompanied by a detective's grisly description, as well as reflections by those involved.

    Not only gripping and heartbreaking, but terrifying.

    At times, this is a devastating film, one that acknowledges the desire for but refuses to buy into an easy answer.

    PITTSBURGH (AP) ? The Boston Red Sox are pursuing another burly right-hander to shore up their bullpen.

    A person familiar with the talks said the Red Sox and Pirates are close to completing a trade that would send All-Star closer Joel Hanrahan to Boston for a handful of prospects.

    Pittsburgh would ship Hanrahan and another player to the Red Sox in exchange for four players, including outfielder-first baseman Jerry Sands and minor league pitcher Stolmy Pimentel. The person spoke on condition of anonymity Saturday because the trade was pending physicals and had not been finalized.

    The deal was previously reported by several media outlets.

    The 31-year-old Hanrahan has been one of baseball's best closers the last two years, saving 76 games from 2011-12 and making the NL All-Star team in both seasons. He made $4,135,000 this year and is eligible for arbitration, putting him in line for a hefty raise.

    The 6-foot-4, 250-pound Hanrahan and his 96 mph fastball gave the Pirates stability at the back end of the bullpen after he took over the closer's role full-time in 2011. He helped the Pirates post a 22-game improvement from 2010 to 2012. Pittsburgh went 79-83 this year, tied for the franchise's best record in two decades ? though it was still the team's 20th straight losing season.

    Jason Grilli, re-signed by the Pirates this month, would likely step into the closer role next year.

    The Red Sox hope Hanrahan will be able to give their beleaguered bullpen an identity. Boston slumped to a 69-93 record in 2012 thanks in part to a bullpen that struggled after closer Jonathan Papelbon left for Philadelphia in free agency. Fill-in Alfredo Aceves went 2-10 with a 5.36 ERA and eight blown saves in 33 chances as the Red Sox finished last in the AL East.

    Hanrahan would team with 28-year-old righty Andrew Bailey to give the Red Sox a potent 1-2 punch in the late innings. Bailey was expected to be the closer last season but he missed most of the year with an injury. He finished 1-1 with six saves and a 7.04 ERA in 19 games for the Red Sox after spending 2009-11 as the closer in Oakland.

    The move could also be a one-year experiment if the Red Sox don't sign Hanrahan to a new contract. He can become a free agent after the 2013 season.

    The Pirates would get a potential slugger in the 25-year-old Sands, who hit 296 with 26 home runs and 107 RBIs at Triple-A last season. He came to the Red Sox in a trade with the Los Angeles Dodgers and his bat and versatility could make Pittsburgh first baseman-outfielder Garrett Jones expendable. Jones hit a career-high 27 home runs in 2012, when he made $2.25 million, and he will be eligible for arbitration after next season. The Pirates already have a first baseman in place in Gaby Sanchez, who came over in a trade with the Miami Marlins last season.

    The proposed trade caps a busy few days for the Pirates, who have agreed in principal to sign former Minnesota Twins and Chicago White Sox left-hander Francisco Liriano. The $14 million, two-year deal is pending a physical.

    Liriano would give Pittsburgh four experienced starters heading into 2013, joining A.J. Burnett, Wandy Rodriguez and James McDonald. The 29-year-old Liriano is 53-54 with a 4.40 ERA in seven major league seasons. He went 6-12 with a 5.34 ERA in 2012 while splitting the season between the Twins and White Sox.

    Decades of deinstitutionalization has resulted in the depletion of an adequate safety net for people who need our help.

    ?Our mental health system has completely failed individuals with severe mental illness and their communities,? said Doris A. Fuller, executive director for the Treatment Advocacy Center, a nonprofit organization which advocates for timely and effective treatment of severe mental illness. ?We have emptied the nation's hospitals, gutted state and local mental health programs, and turned involuntary treatment into a debate point instead of using it as a viable option to prevent tragedy involving those too ill to help themselves.?     Beginning in the 1960s, closing specialized care centers for people with developmental disabilities and mental illness ? ?deinstitutionalization? ? was meant to advance the civil liberties of those inappropriately institutionalized by offering care and supports in a less restrictive environment.

    Some advocates, however, say deinstitutionalization has gone much too far. Today, people with profound developmental disabilities and health concerns, and those with severe mental illness, are being removed from highly specialized care or prevented from accessing such care in the first place.

    ?What began with altruistic motives ? namely, better and more appropriate care for disabled people ? has spawned into something very different,? remarked Huso. ?Today, very fragile people are being forced from their homes under the belief that money will be saved and quality of life will improve.?

    VOR calls for reform, beginning with a moratorium on deinstitutionalization

    Tragedies will continue to befall people with I/DD, children, adults, and citizens if our laws and policies continue to support deinstitutionalization, depriving people with disabilities of needed specialized, residential care and treatment.

    ?Over and over again, news investigations and state audits show that these very fragile individuals need comprehensive, skilled care. They are the ICU residents of the disability community. Scattering them in homes around a community only separates them from qualified staff, life-sustaining health care, oversight, and friends,? said Ann Knighton, VOR?s president.

    President Obama vowed to use ?whatever power this office holds to engage my fellow citizens, from law enforcement, to mental health professionals, to parents and educators, in an effort aimed at preventing more tragedies like this.?     Yet, a significant part of the problem begins at his doorstep, says VOR.

    ?Significant federal funds and energies by powerful federal agencies are dedicated to deinstitutionalization,? said Tamie Hopp, Director of Government Relations and Advocacy for VOR. ?The Justice Department has pursued more than 30 legal actions which at their core aim to displace individuals from specialized care options. In Georgia, a Justice Department settlement calls for moving 9,000 people with mental illness from mental health facilities by 2015.? (?Olmstead: Community Integration for everyone,?     Likewise, in a move that VOR characterizes as ?reckless,? the National Council on Disability, an independent federal agency, last month released a 300 page policy document and toolkit calling for the closure of all ?institutions,? which it defines as any setting larger than 4 people.     ?As a nation, the Sandy Hook tragedies have left us heartbroken,? said Hopp. ?Families of individuals with profound cognitive disabilities recognize the reform that is needed better than most. Their sons and daughters need highly specialized treatment. Instead federal agencies, some state governments and advocates, are putting energies into removing their loved ones from treatment?
